Foreign Office, November 11, 1907, I AM directed by Secretary Sir Edward Grey to transmit to you herewith, to be laid before the Board of Trade, copies of two despatches," which have been received from His Majesty's Ambassador at Tokio, forwarding despatches from the British Vice- Consul at Dairen, relative to the possibility of the exercise by the Commissioner of Customs at Dairen of discrimination in favour of his own countrymen to the detriment of foreign merchants.

His Majesty's Minister at Peking has been requested to furnish a report, which will be communicated to you in due course, upon the system of "extra-Treaty privileges," alluded to in the third paragraph of Mr. Parlett's despatch of the 24th September.
